In a fictional city, every qualified citizen must spend one day monitoring a hazardous facility. The city is considering contracts that let a citizen pay an equally qualified person to take their place.
The substitute understands the risk and agrees, but is under pressure to meet living expenses. Once signed, the contract cannot be withdrawn. Qualification, risk, pay, and working time are fixed.
Would you allow these substitution contracts?
- Allow paid substitution
- Require each person to serve personally
