  1. Each round starts with an equal new budget. Everyone invests simultaneously; water equals the production multiplier times total investment.
  2. Take turns upstream to downstream, extracting up to the smaller of the extraction cap and remaining water. Each extraction immediately reduces the remaining water; unused water does not carry forward.

  3. After extraction ends, each receives uninvested money plus extracted water. A seat with no water left gets no artificial zero-extraction decision.
  4. Rotating positions require complete cycles of all seats. Total-only contribution visibility also hides other earnings and rankings, because those could reveal their investments.
